Approved the preliminary designs for the Plumstead PRIP shown on drawings within Appendix A to progress to the detailed designs and construction phases of the project.
Noted that progression through the detailed design phase will require a Traffic Management Order(s) to enable the relocation of the affected loading bay and parking, and to introduce new cycle infrastructure where none previously existed. This will be subject to its own decision report and relevant consultation; it is anticipated that the construction phase of the project will be delivered by the appointed highways term contractor and managed through the existing contract with them.
Noted that the estimated cost of the scheme is £2.71m and that funding for delivery of the scheme has been secured as part of the Thamesmead Housing Zone delivery agreement between the Council, the Greater London Authority and the Peabody Trust.
Noted that public realm improvements must be completed before the occupation of phase one of the Griffin Manor Way/Pettman Crescent development, currently scheduled for October 2025, and that failure to deliver by this point would necessitate the return of the external funding.

1. Noted that the Greater London Authority (GLA) has made the universal provision of free school meals permanent for all state primary pupils in Key Stage 2.
2. Noted that the Council are being awarded £4,678,560.00 from the Greater London Authority (GLA) that will enable Greenwich to receive the funding required to deliver the Mayor’s Free School Meals for Key Stage 2 Pupils for the academic year 2024/25.
3. Entered into the grant agreement in relation to the £4,678,560 funding allocation.
4. Agreed to pass on the whole £3.00 cost per pupil to all state funded Greenwich Primary Schools based on the number of Key Stage 2 pupils not entitled to benefit related Free School Meals (FSM). This is based on the January 2024 School Census as per the GLA funding formula.
5. Agreed the use of funding covered in section 1.2 to cover design related cost to develop promotional material encouraging families to continue to register for pupil premium. This will be undertaken in line with the Project Objectives outlined within the grant agreement.
6. Authorised the Director of Children’s Services to:
a. approve future payments to schools based upon the funding formula set out by the GLA for the duration of the scheme’s existence.
b. approve the Council entering into future grant agreements relating to the Mayor’s Free School Meal scheme.
c. agree to pass on future additional funding claimed by the Local Authority from the GLA on behalf of schools where they achieve a take up of over 90% as set out in paragraph 4.10.
d. agree the use of future additional funding claimed by the Local Authority for state funded special primary schools who experience exceptional costs as a result of the scheme.

Procurement of a technology platform to enable the provision of assistive technology into home and care settings across Greenwich

1. Approved the award of contract to Alcove Limited (company number 09076735) for the supply and support of technology and data services as part of the new Assistive Technology Enabled Care (ATEC) service.
2. Noted the Council have procured these services using the ESPO approved framework agreement published on the Proactis Procurement portal (Lot 2 - Technology Enabled Care Services (Outsourced)) and a mini competition exercise was undertaken in compliance with the framework buying procedure.
3. Noted that the total cost will be up to £17m (plus VAT) for a 5 + 2 + 2 + 1 year contract term from the date this report is signed by the decision maker. Funding sources are agreed as a combination of Better Care Fund (BCF - Royal Borough of Greenwich and Integrated Care Board allocations), Section 106 contributions, Disabled Facilities Grant (DFG) in the initial contract term of 5 years. Further financial planning and agreements will continue to ensure beyond the first 5 years of the contract, sources of funding from health and social care (care and support budgets), Integrated Care Board Funds, DFG as well as continued contributions from BCF from the ICB and RBG.
