Treasury Management Strategy Statement 2019/20

The Panel to consider the Treasury Management Strategy for 2019/20 and refer this item, with any comments, to Council.




The Panel received and considered a report introduced by the Assistant Director of Finance (Corporate Governance (CG)) and S151 Officer in relation to Treasury Management Strategy for 2019/20.


In light of an enquiry, the Assistant Director (CG) confirmed that training on Treasury Management would shortly be organised for Members of the Panel in consultation with the Chair, Councillor Chris Lloyd.

Members made further enquiry about the uncertainties posed by the “Brexit” negotiation and in response, the Assistant Director (CG) directed attention to paragraph 5.1 of the report, advising that the Council would react by reviewing its internal borrowing position in the event of an immediate rise interest rates.  It was also clarified to Members that the “underlying need to borrow for capital purposes” outlined in a statement in the same paragraph was based on a separate calculation for consideration by at a meeting of full Council, where the final decision in the report would be made.
