Agreed that Councillor Mick Hayes be appointed as the Mayor of the Royal Borough of Greenwich for 2019/20, to take up office on 23 May 2019

 

Minutes:

Councillor Danny Thorpe proposed, and Councillor Matt Hartley seconded, that Councillor Mick Hayes be Mayor of the Royal Borough of Greenwich for the municipal year 2019/20.

 

Councillor Matt Hartley gave thanks to the outgoing Mayor, Councillor Christine May. Councillor Hartley suggested that the position of Mayor should not be filled on a party political basis; he requested that the Leader of the Council consider the option of proportionality over a four year term.

 

The matter was put to the vote and it was unanimously

 

Resolved –

 

That that Councillor Mick Hayes be appointed as the Mayor of the Royal Borough of Greenwich for 2019/20, to take up office on 23 May 2019.

Appointment of Deputy Mayor

The Mayor was saddened to announce the death of former Councillor, and former Mayor, Dr Paul Tyler. Paul had represented Glyndon Ward from 2002 until 2010. As well as serving on various committees he had been Chair of the then Social Inclusion Scrutiny Panel for 4 years, and was Mayor of the Borough in 2005-2006. It was noted that Paul was also recognised for a study he wrote of Will Crooks MP.

 

Councillors Peter Brooks, Jackie Smith, Ann-Marie Cousins and Danny Thorpe spoke in memory of Dr Paul Tyler. It was noted that he had been a character. It was recollected that he had been member of the Communist party for a while as a young man before he later joined the Labour party. It was noted that he had a passion for history. Upon discovering there was no book on the first Labour MP for Woolwich, Will Crooks, he decided to write one. Paul’s terms as a Councillor was recalled, that he had taken an active interest in community projects and had tried to make a difference to everyone that he served; Paul believed that Councillors were there to serve their constituents. He was remembered as a mentor, and a fantastic ambassador for the disabled.

 

The Mayor requested Members stand for a Minutes silence for Dr Paul Tyler.

Minutes:

The Leader of the Council informed the Council that the Members detailed in the report have been appointed to the Cabinet and that portfolios had been assigned.  Furthermore, the appendices set out the delegation of executive functions to individual Cabinet Members, Cabinet, joint committees and Chief Officers, and also the appointments to outside bodies which undertake executive functions or advise on executive matters.  

 

The Mayor ruled against a request to speak from Councillor Nigel Fletcher.

Agreed the allocation of seats on Member-level bodies as set out in Appendix A of the report.

 

Agreed the terms of reference of all Member level bodies for 2019/20 (Appendix B of the report) and that Part 3 of the Constitution (Responsibility for Functions) be updated accordingly.

 

Agreed the Chairs of the Scrutiny Panels for 2019/20 (Appendix C of the report).

 

Agreed that Dr Susan Blackall be appointed as Chair of the Standards Committee (and consequently Vice-Chair of the Audit and Risk Management Panel) and that Dr Susan Blackall (vice-chair) be appointed as an independent member of the Standards Committee.

 

Agreed that the Chief Executive be authorised to (a) establish, in consultation with the Party Group Leaders, individual Appointment Panels based on the requirements of the post; and (b) appoint, in consultation with the Leader and Party Whips, Members to Appointment Panel.

 

Agreed that the Chief Executive, in consultation with the Leader of the Council and the relevant Party Whip, be authorised to appoint to any vacancies on the bodies listed above or any that may arise during the Municipal Year 2019/20.

Minutes:

The Leader of the Council moved that the Member-level bodies for 2019/20 to deal with matters which are neither reserved to the Council nor are executive functions, be constituted as detailed in the report, together with their Terms of Reference.  He further moved that the allocation of seats on these Member-level bodies, as set out in Appendix A, be agreed and also formally moved the other decisions required as detailed in the report.

 

Councillor Matt Hartley moved, and was seconded by Councillor Geoffrey Brighty, an amendment that the Chair of the Regeneration, Transport and Culture Scrutiny Panel be Councillor Matt Clare. Councillor Hartley suggested that the Scrutiny Panel Chairs should be appointed in proportion to the political make-up of the Council

 

The amendment was put to the vote and with the minority group in favour and the majority group against it was not carried.

 

The Mayor put the recommendations in the report to the vote and with the majority group in favour and the minority group abstaining it was

Councillor Matt Hartley moved, and was seconded by Councillor Geoffrey Brighty, an amendment that the Chair of the Overview and Scrutiny Committee, and consequently of the Overview and Scrutiny Call-in Sub Committee, be Councillor Spencer Drury. Councillor Hartley suggested that the crucial role of Chair of Overview and Scrutiny should be carried out by an opposition Councillor as a

matter of principle and common sense.

 

The amendment was put to the vote and with the minority group in favour and the majority group against it was not carried.

Agreed the appointment of Members to serve on outside bodies for the Municipal Year 2019/20, in accordance with the Chief Whip’s Nominations as listed in the appendix to the report with an amendment that Councillor Leo Fletcher shall be appointed to Greenwich Bluecoat Foundation.

 

 

 

Minutes:

The Deputy Chief Whip, Councillor Linda Perks, moved the nominations of the Chief Whip for the Royal Borough of Greenwich’s representatives on outside bodies, as detailed on the addendum report, for the Municipal Year, 2019/20.

 

The Opposition Whip, Councillor Geoffrey Brighty, moved the minority party’s alternative nominations in relation to the Charlton Athletic Race and Equality Partnership, Greater London Forum for Older People, Greenwich & Docklands International Festival, Greenwich Co-operative Development Agency, Greenwich Housing Rights, Greenwich Leisure Limited, Greenwich Leisure Limited – Libraries Board, Greenwich Pensioners Forum, Greenwich Wildlife Advisory Committee, London Road Safety Council, London Youth Games, Long Lane Football Club – Board, and Shooters Hill Woodlands Working Party. These were put to the vote separately and for each with the minority party voting in favour and the majority party voting against were not carried.

 

The Chief Whips nominations, with an amendment that Councillor Leo Fletcher be appointed to Greenwich Bluecoat Foundation, was put to the vote and it was

That the appointment of Members to serve on outside bodies for the Municipal Year 2019/20, in accordance with the Chief Whip’s Nominations as listed in the appendix to the report with an amendment that Councillor Leo Fletcher shall be appointed to Greenwich Bluecoat Foundation be agreed.

Overview and Scrutiny - Annual Work Programme 2019/20 pdf icon PDF 57 KB

Agreed the proposed work programme for the Overview and Scrutiny Committee and its Scrutiny Panels for 2019-20 as set out at Appendix 1 of the report, put forward in accordance with the Council’s Constitution.

 

Agreed that the Chief Executive be given delegated authority to vary the programme in consultation with the Chair of the Overview and Scrutiny Committee.

 

 

Minutes:

The Chair of Overview and Scrutiny, Councillor Chris Lloyd, moved the report.

 

Councillor Nigel Fletcher, referring to paragraph 4.4 of the report, felt that the changes to Cabinet Member responsibilities would have an impact on how they scrutinised the administration. The status of the Public Realm appointment was queried, as was the effect of adding the Children’s Services job onto an already huge brief, andalso why anti-poverty had seemingly vanished from the list of Cabinet Member responsibilities. It was felt Scrutiny would be hindered in holding the administration to account when such decisions were taken without any explanation. He noted that at the last Council Annual meeting they had received a two page breakdown of Cabinet responsibilities.

 

Councillor Jackie Smith said whoever held the portfolio was completely immaterial, the Cabinet Member responsible would attend Scrutiny meetings and business would go on as usual. The Leader of the Councillor did not have to explain the rationale for changing portfolio.

 

Councillor Matt Hartley accepted it was for the Leader of the Council to determine the Cabinet but felt the public should receive an explanation as to the changes.

 

Councillor Danny Thorpe noted that scrutiny was an independent

function and that the executive looked forward to being held to account for the decisions that they took. Councillor Thorpe commented that Public Realm was important as evidenced by the number of questions received regarding it, and that the Council had been on a massive journey to deal with the challenges of anti-poverty that they faced since 2010 and that there was now a greater focus on social mobility to address the gap of widening inequality for which a Social Mobility Board had been established with himself as Chair.

 

Councillor Chris Lloyd closed the debate.

 

The Mayor put the matter to the vote and it was
