The Planning Board is requested to grant full planning permission for the demolition of the existing building and redevelopment of the site to provide a development comprising residential units (Use Class C3) with associated amenity space, cycle and refuse storage.

Decision:

Resolved that full planning permission be granted for the demolition of the existing building and redevelopment of the site to provide a development comprising residential units (Use Class C3) with associated amenity space, cycle and refuse storage.

 

Subject to:

(i)    The satisfactory completion of a Section 106 (S106) Legal Agreement (planning obligations set out in Section 15 of the addendum report); and

 

(ii)   The development proceeding in accordance with the drawings as set out in Appendix 1 and the recommended conditions set out in Appendix 2 of the report and its addendum.

 

That the Assistant Director (Planning & Building Control) be authorised to:

(i)    Make any minor changes to the detailed wording of the recommended conditions as set out in Appendix 2 of the report and the minutes of this Planning Board meeting, where the Assistant Director (Planning & Building Control) considers it appropriate, before issuing the final decision notice;

 

(ii)   Finalise the detailed terms of the Section 106 Legal Agreement (including appended documents) and form of the planning obligations as set out in Section 30 of the report, its addendum, and the minutes of this Planning Board meeting;

 

(iii)  Consider, in the event that the Section 106 Legal Agreement is not completed within three (3) months of the date of this Planning Board resolution, whether consent should be refused on the grounds that the agreement has not been completed within the appropriate timescale, and that the proposals are unacceptable in the absence of the recommended planning obligations; and if the Assistant Director (Planning & Building Control) considers it appropriate, to determine the application with reasons for refusal which will include the following:

  In the absence of a legal agreement to secure the necessary obligations regarding affordable housing, sustainability, transport and highway works, public realm improvements, employment and training, the development would fail to mitigate its impact on local character and streetscape, heritage and conservation, environmental sustainability, and open space contrary to policies D1, D4, D6, D8, H1, H4, H5, H7, S4, SI 2, HC1, G6, G7,T1, T2, T3, T4, T6, T9 and DF1 of the London Plan (2021) and Policy H1, H2, H3, H5, H(e), EA(a), EA(c), DH1, DH3, OS1, OS4, OS(f), OS(g), E1, IM4, IM(a) and IM(b) of the Royal Greenwich Local Plan: Core Strategy with Detailed Policies (Adopted July 2014), and the Planning Obligations (s106) Guidance SPD (July 2015).

The Planning Board is requested to grant full planning permission for the removal and replacement of combustible materials and build-ups in the existing external cladding materials on buildings within the original phases 1 & 2 of Greenwich Millennium Village (Maurer Court, Metcalfe Court, Faraday Lodge, Alamaro Lodge, Da Vinci Lodge, Newton Lodge, Holly Court & New Becquerel Court).

Resolved that full planning permission be granted for the removal and replacement of combustible materials and build-ups in the existing external cladding materials on buildings within the original phases 1 & 2 of Greenwich Millennium Village (Maurer Court, Metcalfe Court, Faraday Lodge, Alamaro Lodge, Da Vinci Lodge, Newton Lodge, Holly Court & New Becquerel Court).

 

Subject to –

·      The Conditions set out in Appendix 2 of the report and its addendum.

·      Amendment to Condition 7 – Materials, that the Sto Render Grain: Strukturmuster 1.0 / be colour matched to the original vibrant colour pallet on the Faraday, Alamaro & Newton blocks (in Phase 2); so as to maintain the original architectural design ideal of these iconic blocks.

·      The following additional Informative:

‘In respect of the Greenwich Millenium Village blocks Faraday Lodge, Alamaro Lodge & Maurer Court only, the applicant and the management company are advised to engage in discussions with residents to conduct an investigation into the feasibility of the cladding product Parklex Prodema GRCLAD-B as a potential alternative replacement material for the existing Cedar Wood cladding as suggested by residents.’
