Application for a Premises Licence Additional documents:
Decision: In reaching its decision, the Licensing Sub-Committee (“LSC”) considered the Council’s Statement of Licensing Policy, the Licensing Act 2003, the Regulations made thereunder, and the Guidance issued by the Secretary of State under S.182 of that Act. In discharging its functions, the LSC did so with a view to promoting the licensing objectives of the prevention of crime and disorder, public safety, the prevention of public nuisance and the protection of children from harm.
Having considered all written representations, evidence, and oral submissions, the LSC resolved to grant the premises licence.
Permitted Licensable Activities:
Sale of alcohol for consumption off the premises, Monday to Saturday from 10:00 hours to 22:00 hours Sunday from 10:00 hours until 20:00 hours
The Premises Licence shall be subject to the following conditions:
1. The premises licence holder shall install and operate a CCTV system at the premises callable of providing coverage of all entry points and areas to which customers have access in any lighting condition.
2. The CCTV system shall continuously record whilst the premises is open to the public and shall be capable of providing clear images and frontal identification of customers.
3. All CCTV recordings shall be retained for a minimum of 31 days and shall be correctly date and time stamped and adequate data storage shall be available to facilitate this.
4. CCTV recordings shall be made available within 48 hours upon receipt of a request by the Police or Authorised Officer of the Licensing Authority and footage shall be provided in an easily downloadable format.
5. A member of staff shall always be present on the premises whilst they are open for trade who is able to facilitate viewing of CCTV footage upon request of the Police or Authorised officer of the Licensing Authority.
6. The premises Licence holder shall ensure an appropriate CCTV maintenance is in place in line with manufacturers guidelines and also to ensure all alcohol displays are free from obstruction thereby allowing the CCTV to record without blind spots.
7. The premises shall perform a test of the CCTV regularly (at least once a month) to ensure all cameras are recording and that recordings from the previous 31 days are kept. The checking details, including name of the person checking, are to be recorded in a log.
8. In the event of failure or a fault with the CCTV which prevents its ability to record clear images, real time playback or provide footage in an easily downloadable format then licensing activity shall cease immediately. The premises shall inform Greenwich Police and/or Greenwich Licensing Authority promptly in writing and seek guidance whether licensable activity may continue.
9. An incident record, in written or electronic form, shall be maintained at the premises and made available to the Police or an authorised Officer of the Licensing Authority on reasonable request. The Chair welcomed all parties and ensured that introductions were made, all papers had been received and all parties were aware of their right to be represented.
The Sub-Committee considered an application made by Charlton Traders Limited for the grant of a premises licence in respect of Charlton Traders Limited, 10-12 Charlton Church Lane, London SE7 7AE.
The Licensing Lead Officer gave an illustrated introduction to the report.
The legal representative of the applicant addressed the Licensing Sub Committee (LSC). He stated that the application before the LSC was similar to a declined licensing application held on April 17, 2024. The legal representative noted that significant changes had occurred, as new evidence indicated that the applicant, Akmal Hussain could not be held responsible for the failed test purchase. This was the reason the April 17 licensing application had been declined, as indicated on page 148 of the agenda.
The legal representative added that no objections had been received from any of the responsible authorities, including the Police and Trading Standards.
In reference to the submissions made by residents, attesting to the credibility of the applicant, Mr. Faizan Arif. The legal representative stated that residents were satisfied with how he managed the premises. He explained that the residents' main concern regarding the application involved an employee who was known to have failed a test purchase involving a minor.
The legal representative indicated to the LSC that the concerns of the residents regarding the said employee were misplaced, as new evidence revealed that he was not present at the time of the test purchase and was not the designated premises supervisor (DPS). He stated that because of this discovery, no objections had been made by the Police or the Trading Standards regarding this application. The legal representative assured the LSC that the premises would be managed by an experienced and well-respected member of the community. He added that the applicant had made provisions for a training manual to ensure that the licensing objectives would be properly observed.
The residents making representations addressed the LSC and highlighted their concerns regarding the involvement of the specified employee in the management of the business. They included that there were many licensed premises selling alcohol, and the addition of another would exacerbate the impact of antisocial behaviour in the area.
The residents expressed to the LSC that the post office is a social space open to children, women, and the elderly. They noted that the level of antisocial behaviour during match days would negatively affect the families who live around or visit the post office.

Sale and supply of alcohol for consumption off the premises, 24 hours, Monday to Sunday.
The Licence shall be subject to the following conditions:
2. All staff shall be trained with regard to their responsibilities in the retail sale of alcohol and regular refresher training shall also be undertaken minimum of every six (6) months. Written training records shall be made available for inspection on request to the Police or an authorised officer of the local authority.
3. A refusals log shall be operated and maintained at the premises and shall be produced to a relevant officer of the Police or Authorised Officer of the Licensing Authority upon request. The refusals log is to be checked, signed and dated on a regular basis.
4. An incident Log shall be operated and maintained at the premises and shall be produced to a relevant officer of the Police or Authorised Officer of the Licensing Authority upon request. The Incient log is to be checked, signed and dated weekly by the Designated Premises Supervisor.
5. A “Challenge 25” policy will be operated at the premises. Acceptable forms of ID are a photo driving licence, passport and Proof of Age Standards Scheme (PASS) card
6. Spirits, with the exception of spirit mixers and pre-mixed spirit drinks, shall be located behind the counter.
7. The display of bulk stacks, wine towers and chilled promotional offerings throughout the store shall be contained within the red line licensable area shown on the plan attached to the premises licence. The display of bulk stacks shall not be located where they may obstruct or impact upon the ability of customers to use exits or escape routes without impediment.

The Chair welcomed all parties and ensured that introductions were made, all papers had been received and all parties were aware of their right to be represented.
The Sub-Committee considered an application made by Shell UK Oil Products Limited for the grant of a premises licence in respect of Shell Shooters Hill, 165 Shooters Hill Road, London SE3 8UQ.
The Licensing Lead Officer gave an illustrated introduction to the report. In response to a question from the Licensing Sub-Committee(LSC), the officer provided the sub-committee with a brief description of the layout of the premises. The officer also indicated the locations of schools and businesses that supply alcoholic beverages in the area.
The legal representative of the applicant addressed the LSC. He gave a brief history of the applicant, highlighting the number of licensed premises owned by the applicant, which operate 24/7. He added that the applicant had no history of complaints or outstanding issues.
He explained to the LSC that the applicant works with an external consultant to ensure that staff are trained and adhere to the licensing objectives. He assured the LSC that the applicant would maintain an updated refusal log and implement a check system to flag and detect situations when staff fail to comply with the regulations. The legal representative also mentioned that there were no significant objections from the relevant authorities and urged the LSC to grant the application.
The Chair informed those present that the Sub-Committee will deliberate in private, with the legal advisor and committee clerk present, after the closure of the hearing, and that the full decision notice will be sent out within 5 working days.
The Sub-Committee with the Solicitor (Prosecutions and Licensing), and Committee Services Officer withdrew to allow the Sub-Committee to deliberate at 1:34 pm. The decision of the Sub-Committee was communicated to all parties after deliberation
