Minutes:

The Area Planning Manager (East) gave an illustrative presentation to the report, with a recommendation to approve the Minor Material Amendment to permission 14/1636/F to allow the removal of condition 25 (Retention of Exisiting Arches and Surrounds). He advised Members of an error in paragraph 8.6 of the report as the site was located within the West Greenwich Conservation Area. He added that the Conservation Officer had considered this under Section 66 of the Planning (Listed Buildings and Conservation Areas) Act 1990 and had no objection to the demolition.

In response to enquiries, the Area Planning Manager (East) confirmed that the arches were structurally inadequate to support the proposed load of the approved building, with the supporting columns being unable to support any load transfer from the approved building. He added that there was no plans to replace the existing arches once it was demolished and the space would be kept open.

The Committee noted that Members had previously visited the site and approved the previous planning application based on the agreement to retain the architectural feature. They felt that the retention of the existing arches and surroundings was possible as loading could be placed on other structures and heard no reasonable grounds have been raised to justify the removal of this architectural feature located in a conservation area.

The Committee

Resolved

Unanimously

That the Minor Material Amendment to Planning permission 14/1636/F to allow the removal of condition 25 (Retention of Existing Arches and Surrounds) be refused.
