The Board is requested to Grant Planning Permission for the construction of a part 4, part 5 and part 6 storey building, with revised London Affordable Rented units offer, as set out on the agenda.

Construction of a part 4, part 5 and part 6 storey building, comprising 59 dwellings (Use Class C3) and 140 sqm. of non-residential floorspace (Use Class D1 / D2) with associated hard and soft landscaping, communal amenity space and play space, modified vehicular access, cycle parking, disabled car parking, refuse storage, following demolition of the Former Greenwich Police Station and annexe (Use Class Sui Generis)

 

Subject to:

 

(i)        The satisfactory completion of a Section 106 (S106) Legal Agreement  (obligations set out in Section 4.0 of this addendum report dated 15.10.19); and

(ii)      Conditions set out in Appendix 2 of the main report, and Section 5.0 of the addendum report dated 15.10.19

 

It was noted that the application was deferred at the Planning board meeting of the 17 September 2019 to allow for consideration of a revised affordable housing offer, to increase the number of London Affordable Rent units, whilst accepting that this would decrease the number of shared ownership.

 

It was noted that the applicant considered this reason for deferral and revised their offer which results in two additional London Affordable Rented units, including a three-bedroom unit and a reduction of six shared ownership units. This sees a total of 11 London Affordable Rented units (previously nine) and two-shared ownership units (previously eight). As such, this results in a total of 22% affordable housing comprising 13 affordable units (previously 29%).

 

It was noted that a full assessment of the revised offer was detailed in the report, including comments received from the independent assessor.

The Board is requested to grant planning permission for the phased redevelopment (including demolition works) and refurbishment of the Island Site to provide 298 dwellings, leisure and entertainment (Class D2), a dance school (Class D1) and a mix of shops (Class A1), restaurants (Class A3) and office (Class B1) uses with associated parking and servicing arrangements, amenity and open space, as set out in the report.

The phased redevelopment (including demolition works) and refurbishment of the Island Site to provide 298 dwellings, leisure and entertainment (Class D2), a dance school (Class D1) and a mix of shops (Class A1), restaurants (Class A3) and office (Class B1) uses with associated parking and servicing arrangements, amenity and open space.

 

Subject to:

(i)           Referral of the application to the Mayor of London as required under the terms of The Town and Country Planning (Mayor of London) Order 2008;

(ii)          Members confirming in their decision that account has been taken of environmental information, as required the Town and Country Planning (Environmental Impact Assessment) Regulations 2011 (As Amended);

(iii)        A statement being placed on the statutory Register confirming the main reasons and consideration of which the Planning Board decision was based as required by the Town and Country Planning (Environmental Impact Assessment) Regulations 2011 (As Amended);  and

(iv)        The satisfactory completion of a Section 106 (S106) Legal Agreement (obligations set out in Section 14.0) the specific terms of the agreement to be agreed as set out in the report, delegated authority given to the Assistant Director, Planning and Building Control, in consultation with the Assistant Head of Legal Services, to negotiate on the final terms of the agreement;

(v)          An additional Section 106 (S106) obligation to secure a scheme of security and community safety measures, including CCTV, for the public space; and

(vi)        The satisfactory completion of a Section 106 (S106) Legal Agreement (obligations set out in Section 14.0) the specific terms of the agreement to be agreed as set out in the report, delegated authority given to the Assistant Director, Planning and Building Control, in consultation with the Assistant Head of Legal Services, to negotiate on the final terms of the agreement;

(vii)       An additional Section 106 (S106) obligation to secure a scheme of security and community safety measures, including CCTV, for the public space; and

(viii)     Conditions set out in Appendix 2 of the main report and addendum report.

The Board is requested to approve the reserved matters application (appearance, layout, scale + landscaping) pursuant to condition 2 of planning permission dated 23/12/2014 (Ref:14/1633/MA) for the construction of 135 residential dwellings, ancillary residents screening room plus associated infrastructure, landscape and car parking, as set out in the report.
