Resolved to grant approval for minor material amendment planning permission submitted under Section 73 of the Town & Country Planning Act 1990 for a minor material amendment in connection with the planning permission 17/2268/F, dated 30/11/2018 for the demolition of existing buildings and redevelopment of the site to provide 35 dwellings between 1 and 4 stories in height with balconies and roof terraces and associated landscaping and parking to allow:

-        Variation of Condition 1 (Approved Drawings)

 

Subject to:

(i)      The satisfactory completion of a Deed of Variation to the Section 106 (S106) Legal Agreement dated 30 November 2018 (heads of terms set-out in Section 15 of this report); and

(ii)    Conditions set out in Appendix 2.

Minutes:

The Planning Board accepted an illustrative presentation from the Planning Officer who advised that the proposed minor amendments would not alter the number of units to be provided all of which would still be offered as affordable housing.  He continued that the development would retain the same scale, massing and appearance as the consented application. 

 

In response to Members Questions, the Planning Officer advised that the proposed changes were considered minor.  The main changes being a reduction in height with one, internal element, seeing a minor increase; it was considered that these changes would not adversely alter the general appearance of the consented design.  A small number of units would be internally re-orientated with no negative impact on day or sunlight.  An emergency vehicle turning point would be created resulting in a reduction of parking spaces from 16 to 13, with the retention of the 4 disabled bays.  Additional Condition’s were proposed in relation to emergency vehicle access gates and lighting as well as privacy screening.

 

The Development Control Manager - Major Projects responded to Members that whilst he was not able to provide the exact number of objections received in relation to the original application, he was aware that it was below the number requiring presentation to Committee.  The application was only as agreement of the s106 was required.

 

In respect of the alterations to improve emergency vehicle access, the Planning Officer advised that the required changes became known during the construction phase.  He assure Members that there were no concerns regarding residents escape routes and the changes were to improve the turning circle for emergency vehicles.

 

The Planning Officer responded to a Members questions that the approved application featured internal facing open courtyards at the 3rd floor.  These courtyards would now be incorporated into the internal design of two units.  This would increase the internal floor space to the units without impact to the external appearance or size.

 

With regard to the change of external cladding from whole bricks to half bricks, the Planning Officer responded to Members that this was a proposed change to a feature area and Officers considered that it reflected the principal of the approved design and would not adversely affect the quality and design of the building.

 

The Chair put the Officers recommendation to grant consent for the minor material amendments, in line with the report, to the vote with 10 Members in favour, 0 against and 0 abstentions
