Resolved to grant the request for Minor Material Amendments (Section 73) as outlined below:

An application submitted under Section 73 of the Town & Country Planning Act 1990 for a minor material amendment in connection with the planning permission 15/0016/F, dated 27 July 2017 for the Construction of an additional two floors on the building to provide a 6th and 7th storey,  and change of use from office / training use (Use Class B1 / D1) to provide 319 sqm retail/commercial space (Use Class A1 / B1) on the ground floor and 28 residential units above comprising 5 x 1-bed, 20 x 2-bed, 3 x 3-bed flats together with associated access, servicing, car parking, cycle parking and landscaping to allow:

·        Variation of condition 1 (Approved Plans)

     

Subject to:

i)           The satisfactory completion of a Supplementary Section 106 Legal Agreement; and

ii)         The issuing of a new planning permission in respect of application reference 15/0016/F; and

iii)        Conditions set out in Appendix 2 of the report.

Minutes:

The Planning Board received an illustrative presentation on the proposal from the Planning Officer who advised Members of a number of erratum’s to the presented report in that;

Paragraph 1.1 should read 27 July 2017, not 27.07.18; paragraph 1.2 should read 15/0016/F not 15/3763/F, paragraph 4.3 should read that full planning permission was granted due to the completion of the s106 agreement on the 27 July 2017 not full planning permission was approved at Woolwich and Thamesmead Planning Committee on 26 January 2016 and paragraph 3.2 reference to Crossrail station opening in 2018 should be struck out.

 

The Board moved straight to the vote with 10 Members voting in favour of the officers’ recommendation for approval, 0 against and 0 abstentions.

Resolved to approve permission for the application submitted under Section 73 of the Town & Country Planning Act 1990 for a minor material amendment in connection with the planning permission 17/2546/F,  dated the 7th of March 2018 for the 'Demolition of the existing buildings and erection of two 6-storey buildings to provide 65 residential flats (25x1-bed, 20x2-bed and 20x3-bed) with associated landscaping, amenity space, cycle parking, refuse and recycling storage, and the provision of six on street disabled car parking spaces' to allow:

·        Building heights increase to allow level access to terraces; 

·        Block A and B: Ground floor units A02/B08 courtyard window amendments, relocation of entrances including the implementation of lockable gates and internal rearrangement;

·        Block A: Window added to 4th floor rear elevation (A21) and 5th floor east elevation (A25);

·        Block A: enlarging of terrace to unit A22 ;

·        Block B: Unit B01 Internal rearrangement for wheelchair compliance;

·        Block B: Unit B03 Internal Rearrangement and enlargement of terrace;

·        Block B: Unit B36 enlarging of terrace and extension of unit over ledge on north elevation;

·        Block B: Relocation of screening between units B36 and B37 on 5th Floor east elevation;

·        Block B: Extension of terrace of units B30 and B39 to the extent of the ledge on main elevation; and

·        Amendments to the affordable housing tenure split and layout by providing all units within Block A as affordable rent units, which increases the number of Affordable rented units to 25 and reduces the number of Shared Ownership units to 0.

                                        

Subject to:

(i)         The satisfactory completion a Deed of Variation to the Section 106 (S106) Legal Agreement dated 7th March 2018 (obligations set out in Section 13); and

(ii)       The conditions listed in appendix 2 of the report.

Minutes:

The Senior Principal Planner gave an illustrated presentation and summarised the report recommending to the committee to agree the proposals therein.

 

The Board Members noted that there was an increase in the level of affordable rent units as a result of the amendments and questioned why this level of affordable rent units could not have been offered as part of the original proposal.

 

The applicants’ representative responded that the increase was as a result in the change of layout, at the request of the registered provider engaged to manage the affordable housing.  The increase in affordable rent units would be at the loss shared ownership units and financial loss to the developer. 

 

The Chair put the Officers’ recommendation for approval for the minor amendments to the vote with 10 Members in favour, 0 against and 0 abstentions.
