The Board is requested to grant planning permissionfor the demolition of the existing school building; attached modular classrooms and lean-to canopies and the erection of a two-storey replacement building, as set out in the report and appendices.

Resolved to grant planning permissionfor the demolition of the existing school building, the attached modular classrooms and lean-to canopies and the erection of a two-storey replacement building with classrooms and ancillary education facilities at ground floor level with sleeping accommodation for students and staff, together with associated study, living room, dining room and kitchen at first floor level.  

 

Subject to the conditions and informatives set out in Appendix 2 of the main report and the addendum report.

Minutes:

The Planning Board accepted the Officer Addendum report, which had been circulated on a supplementary agenda. 

 

The Board accepted an illustrative presentation of the application from the Senior Principal Planning Officer, who advised that it was considered that the existing building was no longer fit for purpose and Members were recommended to agree the proposals.

 

The School Principal, representing the applicant, was in attendance and responded to Members questions advising that the health and safety of pupils and teachers was paramount whilst works were undertaken. The south end of the site would continue to be used and pupils would use the teachers’ overnight accommodation units, for the duration of the works.  The teachers would be put up in local B&B’s. 

 

He continued that a number of the specialist teaching rooms would be given over to general teaching and the curriculum offer would be changed, until the renovations are complete.  Supervised external education facilities would also be used.

 

He confirmed that it was not possible to erect temporary accommodation and the development area would be distinctly separated.  The company being used had been used by the school before and exercised awareness and sensitivity towards people with special needs.

 

He advised that the arrangements for the internal lift to the new build would replicate those already practices in respect of the existing lift in the East Wing.  Further, the lift would be to fire brigade standard and could be used in the case of a fire and all staff were Evac Chair trained.

 

The School Principal and applicants architect confirmed that one tree was to be removed as it was unsafe and there would be a substantial level of re-planting.

 

The Planning Board moved straight to the decision with the Chair putting the Planning Officers recommendation to grant planning permission as outlined in the main report and in line with the appendices and addendum report to the vote with 9 Member in favour 0 against and 0 abstentions.

 

NB - as Councillor Babatola had not been in attendance for the entirety of the presentation and questioning on the item, he did not participate in the vote.

 

Resolved –

 

1.     To grant planning permissionfor the Demolition of the existing school building, the attached modular classrooms and lean-to canopies and the erection of a two-storey replacement building with classrooms and ancillary education facilities at ground floor level with sleeping accommodation for students and staff, together with associated study, living room, dining room and kitchen at first floor level.  

 

2.    Subject to the conditions and informatives set out in Appendix 2 of the main report and Planning Officers addendum report.

The Board is requested to grant permissionfor minor material amendments, as set out in the report and appendices.

Resolved to grant permissionfor minor material amendment’s in line with an application submitted under Section 73 of the Town & Country Planning Act 1990 for a minor material amendment in connection with the planning permission 17/0453/F, dated 23/03/2018 for the demolition of existing building and construction of 2 x 1-bed and 30 x 2-bed houses with associated hard/soft landscaping and creation of 12 on street parking spaces to allow:

o   Removal of Condition 13 (Green Roof)

o   Variation of Condition 3 (Hard and Soft Landscaping) to require ecological enhancements to mitigate the loss of the green roof

 

Subject to:

(i)         The satisfactory completion of a Deed of Variation to the Section 106 (S106) Legal Agreement; and

(ii)       Conditions set out in Appendix 2 of the main report and addendum reprot.

Minutes:

The Planning Board noted that an officer addendum report had been circulated on a supplementary agenda.  The Board accepted an illustrative presentation of the report from the Planning Manager (Major Developments) who advised that in addition to the addendum report Section 4.1.2 on page 82 of the report, ref 18/3420/NM related to a Section 96a application, not Section 73.

 

The Planning Board moved straight to the vote with the Chair putting the Planning Officers recommendation to grant planning permission as outlined in the main report and in line with the appendices and addendum report to the vote with 9 Member in favour 0 against and 0 abstentions.

 

NB – As Councillor Adams was called out of the meeting and in attendance for the entirety of the presentation of the item, he did not participate in the vote.

 

Resolved –
