In accordance with Contract Standing Order ("CSO") 13.1 and 23.2, to
the appointment of Morgan Sindall as the preferred contractor to be the Main
Contractor (as defined in paragraph 3 below) for the leisure centre building,
and to their carrying-out pre-construction services under the first stage of a
two-stage design and build contract.
Agreed that the contents of the Appendix
to this report be exempt from publication on the grounds that it contains
information relating to the financial or business affairs of a particular
person (including the authority holding that information) under Paragraph 3,
Part 1 of Schedule 12A of the Local Government Act 1972 (as amended) and to
agree that this exempt information contained in the confidential Appendix shall
not be released to the press or public.

D15 - General Exception
This report needs
to go to the July Cabinet since any delay will have very serious implications
for the Woolwich Leisure Centre project for both programme and, in all
likelihood, for cost. The approval to be sought is for the
appointment of a Main Contractor for the leisure centre building for the first
stage of a two stage contract. This first stage will see the contractor
appointed to carry-out the pre-construction services, ie their close
collaboration with the design team as the detailed design of the leisure centre
is progressed through RIBA Design Stage 3. This is due to commence by the
end of July. The procurement, led by RBG Procurement, has been completed to a
tight timetable using a Framework. If the contractor is not appointed on
schedule now, then the design work will need to be paused with a serious impact
on the programme, including on the end delivery date of the scheme. There
will be an impact too on the design team, with the real possibility that key
personnel will need to be furloughed. There could be other 'knock-on'
effects to the overall project programme too; for example, in relation to the
procurement of the Residential Development Partner. As to costs, the
selected contractor has confirmed that his fixed price cost will be held until
after the expected Cabinet approval in July, but any further delay to the
appointment risks an increase in the costs to the council.
