Agreed to a direct award under a negotiated procedure without publication to Adept to supply the telephony solution for the Contact Centre, under point 4.1 of the Procurement Briefing Note dated 23/03/2020 which states “direct award due to extreme urgency” (regulation 32(2)(c)

 

Noted that in this case the extreme urgency is related to the Covid-19 virus and so fulfils the above criteria

 

Noted that the cost for this solution is not more than £525,000 (for 3 years including support and maintenance. 3 years is the minimum term acceptable to the supplier) and provides the immediate use of a home working solution to members of staff on the Contact Centre (daytime and out of hours).  With the full solution being completed expediently when the situation returns to Business as Usual.

Given the risk of imminent collapse of the current telephony system and the need to urgently facilitate home working for contact centre staff during the Covid-19 pandemic, there are clear grounds for extreme urgency and it would not be prudent, nor in the public / taxpayers’ interest to wait for:

 

·        28 days’ notice to be given for a key decision; or

·        5 clear days’ notice to be given before the decision is taken; or

·        call in to expire.
