Decision Outcome

Agreed the implementation of the Royal Borough of Greenwich Children’s Services Planned Maintenance Programme (PMP) for 2020/21, as set out in paragraph 7.1 of this report, at a total value of £2,490,571.

Noted that the annual PMP is mainly funded using the School Condition Allocation (SCA) received from the Department for Education (DfE) annually. The SCA for the 2020/21 financial year was announced on 15th April 2020 with Royal Greenwich receiving a total of £ 2,378,571.

Agreed for the utilisation of £112,000 of Section 106 resources to compliment the SCA received by Royal Greenwich to build in some resilience in the programme due to the impact of Covid-19.

Agreed that this report constitutes a Scheme and Estimate (S&E) approval for the implementation of the individual projects outlined in Section 7 of this report such that each project can be commenced immediately, and contracts awarded for their implementation.

Noted that due to the ongoing Covid-19 lockdown, delays to the implementation of the programme is anticipated. Officers will work with the affected schools to ensure that all operational impacts are minimised. Where the delivery of schemes becomes operationally unfeasible, earmarked funds will be ringfenced for carry-forward to future financial years until the time when the delivery of such schemes becomes feasible. This will ensure that no school loses out from this funding opportunity due to Covid-19.

Delegated the decision to vary the 2020/21 PMP to the Director of Regeneration, Enterprise and Skills (DRES) in consultation with the Director of Children’s Services and in accordance with the Council’s scheme of delegation.

This decision is subject to call-in until 5pm - 11 June 2020
