2 Urgent business
The Chair to announce any items of urgent business circulated separately from the main agenda.
Members to declare any personal and financial interests in
items on the agenda. Attention is drawn to the Council’s
Constitution; the Council’s Code of Conduct and associated
advice.
To note an update on the Council’s evolving response to the cost of living crisis.
  • To note the current performance of the “Big Six” Building Safety and Compliance areas for council owned homes and blocks and the actions for improvement.
  • To note the referral to the Regulator of Social Housing regarding potential breaches of the Home Standard at Appendix A.
  • To note the future legislation and challenges that are expected to be implemented over the coming 12 months.
     
  • To agree to the draft Anchored in Greenwich Community Wealth Building (CWB) Strategy. 
  • To note the actions arising as set out in the ‘Next Steps’ section of the report at paragraphs 4.9-4.13., including formally establishing the ‘Anchored in Greenwich’ network to harness the collective power of local organisations in shaping the local economy and recovery for the benefit of local people and businesses
 
  • That the draft Joint Adults Carers Strategy be presented to Cabinet for formal adoption by the Council.  
  • That Cabinet agree an initial funding allocation of £200,000, from HAS reserves to support innovative support options for carers.
 
  • Note (Appendices B & C), the outcome of the public consultation into the draft Customer Services Strategy undertaken between January 2022 and March 2022;? 
  • Agree the Customer Services Strategy at Appendix A for immediate implementation. 
 
  • To agree the draft Night-Time Town Centre strategy for Greenwich Town Centre.
  • To note that the strategy is a good practice approach to developing and managing the night-time economy and its impact on Council services, to ensure that the night-time economy works for everyone in the borough.
  • To agree the high-level action plan which underpins the strategy.
 
To agree to proceed with  the Deed of Variation as proposed in the report.
To make a non-immediate Direction under Article 4 of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) to remove permitted development rights for changes of use from Class E (commercial, business and service uses) to C3 (dwellinghouses) in selected commercial areas of the Borough, as shown on the map attached as Appendix 1 and to cancel the existing Article 4 Direction at 2-4 Pier Walk and 6 Mitre Passage in the North Greenwich District Centre.
To agree to proceed with the Deed of Variation as proposed in the report.

  • The Cabinet is requested to agree the principles and arrangements for the operation of the 2022-2026 Ward Budget Scheme across the four year electoral cycle, as set out in section 4 of this report.
  • The Cabinet is requested to agree the allocation of £570,000 of one-off resources to fund the Ward Budget Scheme. This includes an allocation of £30,000 to each of the nine wards represented by three Councillors and £20,000 to each of the fourteen wards represented by two Councillors, with £20,000 set aside to support its administration.
 
  • To note the Treasury Management Outturn Report for 2021/22 (Sections 4-10).
