To agree, as a true and accurate record, the Minutes of the Cabinet Meeting held on 14 November  2018.

 

No motion or discussion may take place upon the Minutes except as to their accuracy, and any question on this point will be determined by a majority of the Members of the body attending who were present when the matter in question was decided.  Once confirmed, with or without amendment, the person presiding will sign the Minutes.

Determination of proposal to revoke the decision to expand Boxgrove Primary School and establish Designated Specialist Provision (DSP) at the school. pdf icon PDF 153 KB

To agree to revoke an earlier decision by Cabinet to expand Boxgrove Primary School. To agree to add designated specialist provision (DSP) for up to eight pupils with an autism spectrum disorder diagnosis at Boxgrove Primary School, with effect from September 2019, subject to planning consents.

Noted the proposal set out in the statutory consultation document published on 10th October 2018, and the associated notice;

6.

New fee structure for animal activities licensing arising from introduction of new legislation pdf icon PDF 141 KB

To agree to implement in full the new fee paying structure.

Approved new fees, including a 2 part payment structure, for animal activities licences in accordance with option 2 and as set out in table 1 of this report.  

 

Noted that the proposed licence fees have been calculated on the basis of recovery of all reasonable costs in full.

 

Noted that the new legislative regime may have a negative impact upon the fee income received as is set out in table 2. This is because licenses may be issued for 1, 2 or 3 years depending on how well run the business is. This is in contrast to the fixed period of 12 months for every licence under the previous regime.

 

Noted that the Director of Housing & Safer Communities will agree amendments to the existing Service Level Agreement with the Corporation of London for the provision of veterinary services to support the animal licensing function.

8.

Adoption of Royal Greenwich Residential Extensions, Basements and Conversions Guidance Supplementary Planning Document pdf icon PDF 96 KB

1.    Noted the comments received in response to the consultation on the draft Residential Extensions, Basements and Conversions Guidance Supplementary Planning Document (SPD) and the Royal Borough’s responses to these representations, as set out in Appendix 1;

 

2.    Noted that a Strategic Environmental Assessment (SEA) screening assessment (Appendix 2) has been undertaken and a response received  from the relevant environmental bodies confirming the findings of the SEA screening report, which is that a full strategic environmental assessment of this SPD is not required;

 

3.    Adopted the final draft Residential Extensions, Basements and Conversions Guidance SPD (Appendix 3).

10.

New affordable housing delivery programme and completion of a grant funding agreement with the GLA in relation to Building Council Homes for Londoners programme pdf icon PDF 103 KB

To agree that RBG sign the GLA funding agreement, which is a standard non-negotiable agreement. This will secure £32.6m of GLA grant funding at £100k per unit.

Agreed to the Council entering into a Grant Funding agreement with the GLA, in the value of £32.6m, which formed part of the Council’s successful bid to the Building Council Homes for Londoners programme

 

Noted that the Council also bid for a lifting of the borrowing cap but this has been superseded by the Government’s announcement that the cap on how much Councils’ can borrow against their Housing Revenue Account would be ceased.

 

Noted that the agreement is a standard grant agreement which the GLA would require prior to releasing any funding and is non-negotiable. A summary of the main terms is attached as Appendix 1.

 

Noted a further report will be presented to Members on the full programme including details of the proposed HRA borrowing.
