The Committee is requested to refuse the minor material amendment (section 73-15/1469/F) as set out in the report.

Additional documents:

Decision:

Granted a minor material amendment in connection with the planning permission 15/1469/F dated 14/12/2015 for a mixed use development to include place of worship with ancillary multi-purpose hall, playgroup and nursery, youth centre, education facilities and offices (Use Class D1 - Blocks A, B, C, and D) and offices / light industrial / industrial use (Use Classes B1 and B2 - Blocks E and F) together with provision of parking spaces (Departure from Development Plan) to allow continuation of the D1 use by variation of condition 2 (Discontinuation of D1 use)

The Officers’ recommendation to refuse permission was overturned on the basis that there were exceptional circumstances to depart from the development plan in that allowing mixed use at this site that had operated for 10 years did not prejudice the employment aims of the development plan generally.  And that the development provided employment as well as community church use and taking the social and economic benefits together are considered acceptable, and that standards conditions be attached.
