The Committee is requested to grant Planning Permission for alterations to the original scheme as a Minor Material Amendment and Variation of condition 1 of planning permission dated 19/09/2016 (Ref: 16/0316/F).

Granted Planning Permission for alterations to the original scheme as a Minor Material Amendment (S.73) and Variation of condition 1 (Approved Drawings) of planning permission dated 19/09/2016 (Ref: 16/0316/F), in line with the conditions as set out in the report and;

That it be agreed subject to the conditions attached and an additional condition relating to the use of facing brick instead of insulated render.

The Chair drew the Panels attention to tabled drawings provided by the Greenwich Conservation Group.

 

The Area Planning Officer (West) gave an illustrated presentation advising that the application before Members sought reinstatement of the proposals to the same height, bulk and scale with zinc cladding to one side, as per previous applications.

 

In response to a Members question the Area Planning Officer (West) confirmed officers had received a copy of additional emailed comments of objection submitted to Members and that a response had been provided to the objectors concerned and their main concerns raised were addressed by the basement condition.

 

The Panel accepted an address from a representative from the Greenwich Conservation Group who advised the Conservation Group objected to the previous applications as well as variations proposed and the application before members for consideration. The Group members felt that the proposed alterations, with the enlarged basement extension and wider single story accommodation above would be greater than that previously approved and the facing materials, particularly the insulated render to the side wall were inappropriate for the Listed host building.  There was a conflict between the drawings provided for approval at this meeting and those previously approved in respect of the flank wall and materials to be used and requested that if the Panel was minded to grant permission, the reference in appendix 1 & 2 to drawing 2202P04 be amended to read 2202P03.

 

In response to a Members question the Greenwich Conservation Group representative clarified that the proposals before members sought the use of insulated render to the flank wall but re-pointed brick work was previously approved.

 

The Assistant Director Planning & Building Control clarified that drawing specifying the brick elevation was approved under previous consent as approval of details and as such can not be substituted for the drawings presented to Members at the meeting.  However, if the Panel is minded not to approve the use of insulated render, a condition could be made to make it clear that the use of insulated render was not approved.

 

The Panel accepted an address from a representative from the Westcombe Society Environment Committee who concurred with the concerns expressed in respect of the use of insulated render and that any facia to the side elevation should be flush to the existing wall so as not to reduce the width of, an already narrow, passage which would also effect the neighbouring properties access to their garden.  The host building was constructed of redbrick and London stone and any render would be very visible and any brickwork should be of London stock not modern yellow stock.  The Society sought clarification as to whether the gable window and rear gate were to be removed.  That the changes to the rear extension, in terms of depth, height and width meant that there would be a reduced gap to the boundary and there was concern at the overall bulk and mass of the proposal and the overbearing effect this would have on the host property and neighbouring  ...  view the full minutes text for item 6
