Decision:

1        Noted the outcome of public consultation into proposed changes to the Westcombe Park Controlled Parking Zone (CPZ W) as summarised within the report.

 

2        Agreed to the advertising and to the making, subject to the satisfactory conclusion of the statutory consultation process, of the requisite traffic orders to amend CPZ W and to implement the following changes:

 

·        Sub-zoning: -  the reduction in the area covered by CPZ W and the creation of two new zones to be known as CPZ CT and CPZ BS,

·        Armitage Road & Glenister Road: - the introduction of a combination of ‘(CT) permit holders only’ and ‘shared (CT) permit holders/P&D’ places, with hours of control of those places extended to 8pm,

·        Glenforth Street:- the introduction of  an “(CT) permit holders only past this point” arrangement retaining the existing visitor provisions,

·        Calvert Road & Annandale Road: - the introduction of a combination of ‘(W) permit holders only’ and ‘shared (W) permit holders/P&D’ places, with hours of control of those places extended to 8pm,

·        Coleraine Road (south of Belfast Gardens): - the introduction of maximum 2 hour stay waiting (at no charge) bays, with exemption for W permit holders, replacing existing uncontrolled bays,

·        Beaconsfield Road (east side): - the introduction of maximum 2 hour stay waiting (at no charge) bays, with exemption for W permit holders, across the Beaconsfield Close frontage, replacing existing uncontrolled bays,

·        Mycenae Road (north of Westcombe Park Road): - the introduction of a number of maximum 2 hour stay waiting (at no charge) bays, with exemption for W permit holders, replacing existing uncontrolled bays,

·        Mycenae Road (south of Westcombe Park Road): - the introduction of maximum 2 hour stay waiting (at no charge) bays, with exemption for BS permit holders, replacing existing uncontrolled bays,

·        Westcombe Park Road (eastern part) & Mycenae Road (part nearest Westcombe Park Road. – the introduction of arrangements to allow both W and BS permit holders to park in a number of parking bays,

·        Invicta Road: - the introduction of maximum 2 hour stay waiting (at no charge) bays, with exemption for W permit holders, replacing existing uncontrolled bays,

·        Old Dover Road: - the introduction of 2 hours free limited waiting (no exemption for permit holders) controls in the parking places located directly outside the businesses on Old Dover Road,

·        Stratheden Road (north): - the introduction of maximum 2 hour stay waiting (at no charge) bays, with exemption for BS permit holders, replacing existing uncontrolled bays, and 2 disabled spaces on Stratheden Parade,

·        Vanbrugh Park (east): - the introduction of ‘P&D’places, allowing 2 hours maximum stay, with exemption for CPZ BS permit holders, and one disabled space, replacing the existing uncontrolled bays,

·        Charlton Road (north side); the introduction of arrangements allowing residents there to be eligible to CPZ W permits.

·        1-13 Shooters Hill Road: the introduction of arrangements allowing residents west of Stratheden Road to be eligible for BS permits and to the introduction of ‘(BS) permit holder only’ parking bays replacing the existing uncontrolled “red route” parking bays.

·        The P&D tariff:  the introduction of the following tariff for the ‘shared permit holder/P&D’ places in Armitage Road, Glenister Road, Calvert Road, Annandale Road and Vanbrugh Park:

·        rate: £1.50 per hour

·        minimum purchase: 20p for 8 minutes

·        Maximum purchase: £3.00 for 2 hours
